This project reviewed the Norwegian Resource Bank for Democracy and Human Rights (NORDEM). NORDEM was established in 1993, and recruits, trains, and deploys personnel to international organizations. NORDEM is a civilian capacity provider specialising in democracy assistance and human rights funded by the Norwegian Ministry of Foreign Affairs. NORDEM deploys personnel to OSCE’s Special Monitoring Mission (SMM) to Ukraine, EULEX, election observers to OSCE/ODIHR, and UN peacekeeping forces to name a few. From 2017 NORDEM has been operated by the Norwegian Refugee Council (NRC). The report assessed NORDEM 2017 – 2018 and the effects of transferring operational responsibility from the University of Oslo to NRC. The report with findings and recommendations is published in Norwegian only.
